Final preparations: France face England in their Group D opener on Monday
Sweden were boosted by news that former Bolton striker Johan Elmander expects to be fit to face Ukraine on Monday, which enables star man Zlatan Ibrahimovic to operate in a more free role.
Wenger added: 'France have the players to win this tournament. Expectation levels are low because the scars (of the World Cup) are still there but they have quality.
'England have no Rooney. They have a new manager and they have not worked together so it is a quick fix. Can it work or not? The first game will be a good indication.
'At the moment England struggle to find confidence and unity and if he (Hodgson) can do that he can do very well.'
