The only obstacle to Redknapp's appointment is expected to be the determination of Tottenham chairman Daniel Levy not to allow the recruitment process to damage his club's season.
Levy's expectation of receiving full compensation would include a £5million transfer clause and £3m to pay up Redknapp's salary until the end of his Spurs contract in 2013.
But Bernstein will pay whatever it takes once the FA have identified their candidate.
'We won't be pennypinching on this,' he said. 'We'll pay what we have to pay.'
Redknapp is expected to be offered a £4m-a-year contract with England, which would be a cutback from the £6m a year that Fabio Capello was potentially able to earn.
However, the FA will expect their new manager to spend time working with the Under-21, Under-19 and Under-17 teams as well as being active at St George's Park in Burton-on-Trent - the new FA training centre intended to become an academy of English football.
