UEFA rules state nobody is allowed to attend in person to defend Rooney, the player included.
Wolfgang Stark, the German referee who dismissed Rooney for kicking Montenegro's Miodrag Dzudovic, has already suggested the England striker will be credited with leaving the field without a fuss.
And the FA's video will focus on that footage - the fact that at no point does he contest the decision, as well as the absence of real venom - saying it was more an act of petulance than violence.
The FA will appeal if Rooney receives anything more than the mandatory one-match ban.
